CAMP Rehoboth is dedicated to keeping our community safe and we are committed to being a key resource for personal safety and training among family, friends and allies.

Please join us for the VIPR and Stop The Bleed training program.

Our first part of the evening will be our Violent Intruder Preparedness & Response (VIPR) training program taught by Master Corporal Angel Garnsey. The training program is designed for unarmed citizens and built on the “Run, Hide, Fight” strategy. The objectives of the training are: 1) Increase situational awareness of active shooter events; 2) Provide examples of barricading confined spaces and considerations for utilizing self-defense options; 3) Demonstrate basic emergency casualty care tactics for the injured.

Our second part of the evening will be led by Karen Terzaghi of the Emergency Medical Services and Preparedness Section for Delaware. Stop The Bleed is a grassroots effort to encourage bystanders to become trained, equipped and empowered to help in a bleeding emergency before professional help arrives. Karen will teach us how to recognize life threatening bleeding, how to properly use a tourniquet and how to apply direct pressure and pack wounds.

About Our Instructors:

Master Corporal Angela Garnsey, #377

Master Corporal Angela Garnsey is a 19-year veteran of the Delaware State Police with extensive law enforcement experience. As a Master Certified Police Instructor, Detective Garnsey has the training, the experience and a passion for investigations and law enforcement instruction. 

Master Corporal Garnsey is presently assigned to the Delaware Division of Gaming Enforcement which is a statewide unit responsible for the Delaware casino entities. In this capacity, Detective Garnsey is an investigator, an intelligence and training officer within the unit and within Delaware State Police and the local community. 

In 2011, Master Corporal Garnsey became a Certified Police Instructor and in November 2016 became a Violent Intruder Preparedness and Response (VIPR) Trainer. As of December 2019, she has been responsible for the training of over 4,000 Delaware citizens on the Run, Hide, and Fight Strategy. 

Detective Garnsey is a Lifetime Member and the present Executive Secretary for the Mid-Atlantic Association of Women in Law Enforcement.

Karen Terzaghi
Emergency Medical Services and Preparedness Section
Management Analyst III

Karen Terzaghi has worked for the Emergency Medical Services and Preparedness Section for 5 years as a Management Analyst III.  She is part of the Hospital Preparedness Program which involves training exercises, drills and working with the Delaware hospitals.  She is also a member of the Delaware Hospital Preparedness Coalition.  Karen has worked on and developed the Stop the Bleed program, which began in Delaware in 2017, which is part of a national awareness campaign.  There have been more than 8,000 people trained due to her efforts in planning, coordinating and training the Stop the Bleed platform.  She continues to provide guidance and instruction on the program.
